Bulk Import / Export Users

Import a CSV of new users (columns, in order: username, email, courseId, phoneNumber — a header row is optional and detected automatically). Only username and email are required; rows missing either are skipped and reported below instead of failing the whole file. Each created user gets a random password shown only once, in the downloadable results file.

Export Users downloads a CSV of every non-admin user, including their real current password — without resetting anything. (Accounts created before this feature existed won't have one on file; use Reset & Export Passwords for those, which issues everyone a brand-new password instead.)
